The Department of Health says: ‘No one will be forced to buy a costly boiler.
‘It will be voluntary, based on your needs.’
The National Association of Citizens Advice Bureaux will accept calls for free boiler replacement from now on – provided you have not had a boil for more than two years.
In a statement they said: ‘We understand the importance of keeping your homes warm and therefore urge all citizens to use the heating and cooling systems in their homes properly, using appropriate products based on your needs.
‘However, the fact that you have a broken boiler may mean that you will need to make an appointment to replace your boiler.’

The scheme is aimed at preventing a repeat of the ‘sick’ old ‘winter of misery’ experienced by many Britons in the 1970s and 1980s as a result of a shortage of heat.
It was introduced in the early 1980s and the first scheme for free heating came into force in 1989.
But the latest scheme was devised in response to the fact that a third of households in England do not yet have a winter boiler.
In 2008-9, there was a shortfall of over 13,000 free boiler replacements (over 5 per cent of households in the UK).
The government now hopes that by encouraging the local health service to offer free replacements, it is taking a bold step to get the situation right
The new scheme will allow anyone to make an appointment to have their boiler replaced – although it needs an exemption from the Care Funding Agency (CAP).
The Cap said it could not make any such ‘requests from the NHS’.
It said: ‘These measures are designed to address the growing problem of households becoming vulnerable to costly winter fuel bills due to non-standardised boilers.’
A spokesman added: The cost of a new boiler, as the Ministry of Defence discovered during the First Gulf War, is not cheap.
